now at noon -- police in fairfield have shut down a major stretch of road as they investigate an officer-involved shooting. a major backup on highway 24 after several lanes were shut down due to an accident in oakland when the cause of the gridlock is expected to be cleared. plus -- county officials listen to public comment regarding the deadly shooting of 13-year-old andy lopez ahead of a rally and march planned later this afternoon.

good afternoon. i'm tori campbell. breaking news out of fairfield where a man has been shot by police. it happened here on highway 12 at beck avenue. this is the scene from newschopper2. fairfield police say the shooting happened just after a car chase around 9:30 this morning. right now, highway 12 is closed to traffic in both directions as police investigate. the chp confirmed to ktvu that the suspect was armed with a knife and attacked an officer. that's when officers then shot him. he was airlifted to a hospital and is now being treated. ktvu crews are on the scene and we will bring you more details as we get them. happening now -- the chp says crews are still a couple of hours away from completely clearing highway 24 in oakland. a big rig crash that morning closed three lanes in the westbound direction coming from

orinda into oakland. the truck carrying gravel overturned and spilled its load around 8:40 a.m. just past highway 14. as many as seven other vehicles were also involved in the crash, traffic backed up for miles through the caldecott tunnel and all the way back into la fayette. >> just coming down 24, down the tunnel and from behind, i felt a big explosion and then there were a lot of accidents or incidents after that. >> got rear ended. i thought i was gonna die. >> was it scary? >> very scary. >> the highway patrol says there were no serious injuries and the cause of the crash is still under investigation. more outrage this noontime over the shooting death of 13- year-old andy lopez by a sonoma county sheriff's deputy. at this hour, community members are weighing in. sal castanedo is there with the emotional meeting with county leaders. good afternoon, sal. >> reporter: tori, afternoon. this meeting was set up as a

special meeting to allow people to have their say in what happened two weeks ago to 13- year-old andy lopez. two weeks ago today he was shot and killed by a sonoma county sheriff's deputy while holding an air soft rifle, which is a bb gun. yesterday, the family filed a federal lawsuit against the sheriff and the county seeking unspecified damages and alleging excessive force. as people walked into the meeting, there was a heavy law enforcement presence and the supervisors themselves started off the meeting with a motion. >> i want to wrap my arms around the lopez family and tell you how sorry -- and tell you how sad it is that we as a community have lost your son. >> our thoughts and prayers are with the lopez family.

>> reporter: now, this room, as you can see, was full, the mood in the room was quiet and tense as speaker after speaker spoke about the incident. many speakers said it was time for a change in law enforcement policy to make sure this doesn't happen again. one man was especially emotional when he spoke of how quickly andy lopez's life ended. >> mississippi, one, mississippi two, mississippi three, mississippi four, mississippi five. mississippi six. mississippi seven. mississippi eight, mississippi nine. mississippi ten. boom! a life was taken. >> we have the santa rosa police department investigating. we have the sheriff's department investigating. we have the fbi deferring to both of them. that's like asking the fox to watch the chickenhouse. they will not indict a fellow officer. >> reporter: now, to end -- to honor andy lopez, a group of

demonstrators plans to meet in downtown santa rosa at old courthouse square and march to the district attorney's office and ktvu is attempting to speak to the supervisors that get a comment on the pending lawsuit. live in santa rosa, sal castanedo, ktvu channel 2 news. >> thank you, sal. new at noon -- a man wanted for armed robbery is in custody after briefly escaping u.s. marshals who showed under at his door with a search warrant. that warrant was served after 8:00 this morning at a home on the 3200 block of market street in oakland. but the suspected robber still in his pajamas jump requested out of a window, leading marshalls, police and the fbi on a chase. after an hour and a half search, the suspected robber was found hiding behind the west oakland youth center as was taken into custody. >> at the time they saw the suspect flee, they were confident, he was not armed with any kind of firearm that

could impose danger to the public. >> the suspected robber in his 20s has not been identified. oakland police are searching for whoever set a young man on fire while riding an a.c. transit bus. it happened after 5:00 last night on the 57 line near macarthur boulevard and ardly avenue. police sources tell ktvu the victim is 18 years old and he suffered burns to both of his legs. police are reviewing surveillance video from the bus. santa clara county supervisors are considering a policy change at this hour in the way local law enforcement agencies handle illegal immigrants. officers are supposed to detain illegal immigrants under arrest when immigration officials request possible deportation. but the county never adhered to that even for immigrants with a his tris of violent felonies because the county was not reimbursed for the jail cost. today, the district attorney is

pushing for the detention of any arrested immigrants with previous felony convictions. opponents were there opposed to any sort of deportation. >> if thx think that i -- if folks think that i.c.e. can enter the jails and anyone can get detained or deported from an arrest, that causes an impact on the level of trust in the community. people are scared to then call police to report a crime. >> dozens of people from faith- based immigrant and civil rights groups are i a tending the meeting. they say the county needs to protect equal rights for everyone. the highway patrol is looking into what caused a school bus carrying children to catch fire near sausalito. the bus was on southbound 101 near the geg bridge at 7:00 a.m -- golden gate bridge at 7:00 ally when the fire -- 7:00 a.m. when the fire started. all students got off safely and

were transported to another school bus. it's election day. voters in antioch are deciding whether they want to pay more in sales tax so the city can hire more police officers. supporters say a yes vote on measure c will enable the police department to hire 22 more officers by raising the sales tax by 8.5% to 9%. but opponents argue there's no guarantee the money will be used to put more officers on the streets because the sales tax money will go into the general fund. >> any council majority, present and future can use that money, those funds for anything that they want to use it for. >> we're gonna have an oversight committee on -- you know, that comes out and confirms and assures that we are spending the money the way it's supposed to be spent. >> measure c is the only item on the ballot. a low voter turnout is expected. people who live in the oakland hills have until november 13th

tahoe. >> the at end of the day -- at the end of the day, we have a feeling of gratitude. >> reporter: this casino has given 2200 people jobs and a sense of hope and pride. >> at low of times people -- a lot of times people go through their entire lives without winning. we've won today. >> reporter: creators say this is the only casino in the world that has a skylight in its bar. another unique, the ice is created on the roof and dropped through this chute where it pops out for bartenders to grab. smoking is allowed in all areas except the poke poker rooge and the restaurants. while impressive on the inside, some neighbors fear on the outside, i the casino would create -- fear the casino would create crime and traffic and noise issues. >> i can't come very often, my husband already told me.

an unusual traffic mess this morning in el sobrante. the highway received a report around 5:00 a.m. of a pile of used hypodermic needles on santa rita road. initial reports estimated the number of needles at about 2,000. but on-site crews say there were only 100, 200. people who live in the area were concerned about the risk. >> i'm concerned about people coming down the hill with their animals and the children are going to school this time of the morning. >> authorities don't know where the needles came from but they found a broken needle container with a phone number. san jose city leaders will soon be considering a proposal to change a city park plagued by drug use and homelessness. city councilman sam lakarda is

leading an effort to clean up st. james park. he is proposing to put in a pavilion stage for concerts. it won't be cheap, though. he estimates it will cost $2.5 million to build. he's proposing a deal with levette pavilions who operates band stands in southern california. it could construct and host free concerts in the park. >> we don't want to divert a single dollar of the general fund needing to use for police, libraries, a lot of other issues. we rely on developer fees to pay for park improvements in the city. >> the councilman wants to introduce the proposal for the park at a rules committee meeting in two weeks. this morning, senators spent more than two hours questioning one of the key people in charge of launching the troubled website healthcare.gov. kyla campbell is live from capitol hill where both voters focused on americans losing their current coverage.

kyla? >> reporter: tori, a top obama administration official testified that the hundreds of thousands of people nationwide who received cancellations letters from their insurance companies are not out of luck. >> they are not dropping consumers. they are improving their coverage offering better plans. >> reporter: republicans argue those choices are more expensive than the policies people had. democrats say the old plans might have had low payments but the deductibles were out of control. positive news, it's running faster and more efficiently. but republicans say the online experience won't make up for the law's pitfalls. >> increasing premiums for millions, canceling insurance plans for millions, destroying relationships with doctors for millions. raising trackses by a trillion. >> reporter: the administration plans to release the latest numbers within a couple of weeks. the goal is to have 800,000 people signed up by the end of

this month. meanwhile, health and human services secretary kathleen sebelius is preparing to testify tomorrow morning on capitol hill. live in washington, kyla campbell, ktvu channel 2 news. >> thank you. a new san francisco report backs up the popular belief about rising property values squeezing out long-time city residents. overall, evacuations are up 38% in san francisco in the last three years. but the city says the number of eve vickss by landlords who want to sell instead of rent, the units skyrocketed 170% in that same time period. the biggest increase in the numbers was between 2012 and this year. as air travel for the holidays begins to pick up. san francisco international airport is working on changes to minimize weather delays. a new procedure just approved by the faa will allow planes flying into sfo to stagger their landings and use both runways instead of lining up

single file. many long-time sfo passengers say the new program is long overdue. >> i think i just kind of expected there's a possibility of fog and bad weather and it might have a delay. >> definitely. if it will be bad weather, i'm always checking if it will be delayed. you can come here and be delayed an hour or so. >> other airports around the country are already using the system to improve on-time performance. the faa says we'll know for sure if it will work at sfo once our stormy weather begins. lighter winds and warming temperatures will highlight your afternoon and mostly blue skies across the board. we have plenty of sunshine to go around. take a look at that beautiful shot looking at the bay bridge from san francisco. our temperatures are up by several degrees. in fact, san francisco, anywhere from 5 to 7 degrees warmer at this hour than just this hours ago -- 24 hours ago. san francisco, 67 degrees. 67 in concord.

low 70s at this time in areas right around santa rosa. so a nice day in store for the afternoon. 70 degrees in livermore. 70 degrees in fairfield. and again, the winds have lightened up just a bit. we'll continue to see these winds lighten as we move throughout the afternoon. right now, actually, a southerly and swerl little breeze in -- southwesterly breeze in napa. fairfield, 14 miles an hour. but again, in general, the winds not as strong as yesterday. they managed to stick around into the early-morning hours and that frost advisory for the north bay locations was allowed to, well, cancel out because that wind helped to keep the temperatures up in the morning in many locations. the ridge of high pressure is building in as it does, we'll continue with the northerly breeze. as it establishes a stronger hold, the winds are lightening. for your afternoon today, 74 expected in napa. 73 in sonoma. 72 for san rafael. upper 60s for sausalito as well pass richmond. mid-70s for santa rosa.

stocks are basically flat. afternoon trading on wall street as investors find reasons to push the market higher. major indexes are close to record levels thanks to the federal reserve's continuing efforts to help the u.s. economy recover. taking a live look at the big board, the dow is down 11. the nasdaq is up 4. s&p down 3. if you are one of those shoppers who likes an early start on post thanksgiving shopping, good news. toys 'r' us is pushing back the opening time for the fifth year in a row. doors will open at 5:00 p.m. on thanksgiving day. last year they opened at 8:00 p.m. toys 'r' us is offering door buster specials to lure bargain hunters in from 5:00 to 9:00. this year, macy's, j.c. penney's and kohls have announced opening hoursin' on thanksgiving -- hours on

thanksgiving day. a new service launched by google to give live assistance from the experts. so far more than 1,000 so- called experts have signed up to offer services like music lessons, cooking demonstrations and home repair tips. then customers can sign up and get an instant session via a mobile phone or web camera. google gets 20% of what the instructor charges. there's a big surprise today for people touring the white house. they were greeted by the current residents. president obama and the first lady. they greeted the visitors who waited in long lines. the obamas spoke one on one to many of them and held some babies. you can see in this video from the white house website first family dogs bo and sunny were there wagging their tails. it's been more than eight months since white house tours were opened to the public. they were canceled due to forced federal budgets. today at 5:00 on ktvu
